»Vor kurzem« is a fixed adverbial phrase that pinpoints an event in the recent past. The right English rendering depends on how much emphasis the speaker places on that recency.
1. recently
The default translation, suitable for almost any context regardless of register; pairs naturally with both the simple past and the present perfect.
2. not long ago
Places greater stress on how close to the present the event was; works especially well in retrospective or contrastive statements.
Notes
A common pitfall: »lately« is not the equivalent of »vor kurzem« but of »in letzter Zeit«. It describes an ongoing period up to now and typically takes the present perfect continuous. »Vor kurzem« always refers to a specific, completed point in the past. Also note that »before long« means »soon«, not »recently«. This is a false-friend trap for German learners.
